The circular UFO-type figure that you see is the "revolving" restaurant of the Ambassador Hotel. The restaurant was quite famous and one of it's kind when it had started. I can hardly think of any such restaurant even now.
I haven't been to this restaurant ever, but would surely love to go there sometime...just for the lovely idea...
It's amazing how you can revolved around one point sitting at one spot. How I wish we revolve around our thoughts too similarly, quietly, before going negative.
For the Ambassador Hotel's lovely restaurant...

Nice, Maithili! There is a revolving bar at a hotel near Times Square, and I went to a wedding reception at a building in Queens (hear that, Rahul?) that was built for the 1964 World's Fair.
Oh, yes—the building in Queens revolves too!
